And if it does, shouldn't the error message at least attempt to explain what the problem actually is? Your zips look to be defective. Indicates this entry should only be installed on one of the specified WS's. My thinking is that the jar file was corrupt or possibly compressed.

To fix this I deleted my site.xml file which presumably was rebuilt by eclipse and everything worked fine. Clearly the CDT guys are partly to blame for this because they don't seem to actually provide any other downloadable version. Get the book!
