Lost Partition Recovery: is designed to recover data after partition loss or deletion. I suspect the same is also true with magnetic drives; "XCOPY /C" only skips files with errors-it does not skip errors in files. This cycle has repeated at least thrice with exactly the same results each time. Also creates a lot of slack space on large hard drives.

This let me target only the files I needed and the files appear copied and readable (as best I can tell, uncorrupted).
Even if CHKDSK does repair the problem, I'm actually torn on how much to continue to trust the hard disk.
